I have been following Governor Haley Barbour's private sector commission on Recovery, Rebuilding and Renewal on a daily basis since October 2005. I have all the "Design Charrette" recommendations from the Oct. 12-17 held in Biloxi on PDF for each of the 11 effected and studied areas and cities, and am keeping abreast of the ongoing County Town Meetings taking place in October and November.  I have reviewed the Final Report issued January 11, 2006 on line by The Governor's Commission on Recovery, Rebuilding and Renewal and have downloaded the PDF files for the entire report and recommendations.  My firm has been using the 2003 IBC for over three years now, as it is required by all states and local jurisdictions on the west coast of the United States.
